China Society for Electrical Engineering Nuclear Power Branch Launches Research on Coordinated and Unified Operation of Nuclear Safety and New Power System Security

his activity aims to thoroughly analyze the safety, technical and institutional challenges faced by nuclear power operation amid the construction of the new power system, and provide decision-making references for promoting the coordinated development of nuclear safety and new power system security.
From February 2 to 6, 2026, the Nuclear Power Branch of China Society for Electrical Engineering (hereinafter referred to as the Branch) organized an expert research team to conduct field investigations and exchanges at State Grid Liaoning Electric Power Company, Hongyanhe Nuclear Power Plant, State Grid Shandong Electric Power Company and Rongcheng Nuclear Power Plant, centering on the research project of Coordinated and Unified Operation of Nuclear Safety and New Power System Security. This activity aims to thoroughly analyze the safety, technical and institutional challenges faced by nuclear power operation amid the construction of the new power system, and provide decision-making references for promoting the coordinated development of nuclear safety and new power system security.
Against the backdrop of accelerated construction of the new power system and in-depth advancement of power market reform, how nuclear power can balance stable safe operation and power grid regulation demands has become a core focus of the industry. With the rapid expansion of new energy installed capacity, nuclear power plants in many provinces are confronted with technical feasibility barriers and safety constraints when participating in power grid regulation. Meanwhile, the institutional mechanisms for nuclear power to engage in power market transactions remain imperfect, bringing economic benefit pressures in market-oriented trading. Entrusted by China Society for Electrical Engineering and the Nuclear Power Development Center, the Branch takes the lead in carrying out this research to systematically sort out existing problems, build industry consensus and propose targeted countermeasures.
Led by Wang Yingrong, Chairman of the Branch, the research team included former Deputy Director-General of the Nuclear Safety Supervision Department of the Ministry of Ecology and Environment Zhou Shirong, former Deputy Director-General of the Nuclear Power Department of the National Energy Administration Qin Zhijun, Vice Chairman Song Xudan, Secretary-General Liu Zhenling, as well as experts from the Nuclear Power Development Center of the National Energy Administration, State Grid Corporation of China and other institutions. The team conducted in-depth research through symposiums, on-site inspections and technical seminars. The research outcomes will be submitted to competent national authorities for policy formulation reference, contributing professional expertise to realize the safe, economical and coordinated operation of nuclear power integrated into the new power system.
