On May 8, 2026, the Seminar on All-dimensional Three-dimensional Safety and Error-prevention Technologies for Power Systems was held in Zhuhai. Hosted by the Safety Technology Committee of China Society for Electrical Engineering, the event received strong support from Guangdong Society for Electrical Engineering and Zhuhai Youte Electric Power Technology Co., Ltd. Centering on the theme Smart Error Prevention Underpins Bottom-line Safety, Technology Safeguards Stable Operation, the seminar interpreted the latest national and industrial standards, and shared advanced technologies and practical experience including intelligent equipment monitoring and full-scenario error-prevention interlocking. More than 170 representatives from power grid enterprises, power generation groups, universities, research institutes and equipment manufacturers attended the meeting.
In the keynote session, Academician Liu Jizhen of the Chinese Academy of Engineering and Professor of North China Electric Power University delivered a speech titled Energy Transition and China’s Energy Security. He systematically analyzed the background and development trends of energy transition, and elaborated key tasks of energy and power planning during the 15th Five-Year Plan period. In view of challenges facing China’s energy security and industrial development difficulties, he put forward the general ideas for energy transition as well as core approaches and supporting technologies to guarantee energy security.
Li Bin, Member of the Party Committee and Vice President of Tianjin University, presented a report entitled Applicability Analysis and New Principles of Single-ended Quantity Protection for New Energy Power Systems. Aiming at the defects of traditional protection and control methods amid distributed power integration, clustered new energy grid connection and full power electronicization, he clarified the applicable scope and optimization approaches of current protection, as well as the applicability and innovative principles of distance protection, and introduced the R&D and demonstration application progress of relevant protective devices.
Zhou Ji, Deputy Chief Engineer of National Power Dispatching and Control Center, gave a speech on Management Improvement and Error-prevention Technologies for Three Lines of Defense of Power Grid. He pointed out that consolidating the safety foundation of the three lines of defense is a systematic project covering all links from technology to management, planning to operation, and equipment to personnel. It is essential to adapt to the construction of the new dispatching system, and form an improvement path featuring technological empowerment, refined management, talent cultivation, coordinated development and scientific and technological innovation, so as to fully consolidate the three lines of defense of power grids.
Chen Lifei, Director of the First Safety Division, Safety Supervision Department of State Grid Corporation of China, delivered a speech titled Enlightenments from Typical Maloperation Safety Incidents and Improvement of Anti-maloperation Management. Based on review and trend analysis of typical incidents, he proposed targeted suggestions and measures to strengthen systematic error prevention from strategic, technical and practical perspectives in terms of organizational arrangements, institutional procedures, personnel competency and technical means.
Yu Jiang, Director of the Relay Protection Division of China Southern Power Grid Power Dispatching and Control Center, shared a report on Exploration and Practice of Safety Error-prevention Technologies for Relay Protection Operations in China Southern Power Grid. To solve inadequate confirmation problems in design review, commissioning acceptance as well as formulation, implementation and recovery of safety measures, he proposed building a human-machine collaborative dual-confirmation management and control system based on structured data and artificial intelligence, and introduced its practical application effects.
Zhou Zexin, former Chief Technical Expert of China Electric Power Research Institute, delivered a speech entitled Reflections on Improving Full-link Reliability of Relay Protection Systems. He stressed that on the basis of standardized management, efforts should be made to boost technological innovation and application across data collection, transmission, algorithm, control, monitoring and defense links, so as to enhance the overall full-link reliability of relay protection systems.
In the afternoon panel discussion, participants exchanged views on hot topics including primary-secondary linkage error prevention, protection platen operation management, secondary system error prevention, dual-core linkage error prevention strategy of three comprehensives and three preventions, protection platen monitoring, digital panoramic operation and maintenance of substations, intelligent operation management, intelligent operation and maintenance control for new energy secondary systems, and construction of comprehensive intelligent error-prevention technical system. The session showcased the innovative research achievements and sense of responsibility of leading enterprises and young researchers.
After the seminar, all participants conducted field investigations at Hengqin Digital Zero-carbon Island Joint Laboratory and Zhuhai Youte Electric Power Technology Co., Ltd.
All attending parties reached a consensus that the seminar fully responded to the actual error-prevention demands of the power industry with rich and fruitful outcomes. Taking this event as a new starting point, all sectors will consolidate consensus, strengthen cooperation, promote unification of error-prevention standards and innovative application of relevant technologies, accelerate breakthroughs and achievement transformation of core safety error-prevention technologies, and jointly build a more controllable, solid and intelligent power grid safety defense system.
